SOURCE: How do I level the mower deck? I have a 48

the easyest way i have found is to use 4 pieces of brick , get the mower on a level surface place one oiece of brick under each corner of the deck and make adjustments until the deck starts to raise off the bricks
this should be the three inch level . my mower had the same problem and this worked for me

SOURCE: How to tighen the built on a Troy Built Pony 42in

You can't really tighten the belt on any of these mowers.
First make sure you have the right belt, if you measured the old one when it broke
then you were not using the size it was before it got all stretched out from use. Find a manual
or look around online for a source to tell you the size the belt should be new and get one.
Second there is a tensioner arm, spring, and pulley which take up the slack, this may
double as a clutch to put in slack when you depress the pedal. Make sure the pivot for the
arm, the spring, and the pulley/bearing are all in good shape.
Third there are belt guides which can also be worn and create slack, so check those and make sure
they are in good shape as well. I may not be the only one who ever put a belt on the wrong side of a guide.
Lastly make sure you have the belt on correctly, and nothing is bent, split, or warped.

First check voltage at starter with key turn to start. Adjust valves. Why this, if valves are out of adjust. Don't release compression.

How do i adj the valves on a 23hp kawasaki ?

You need to remove the rocker arm cover. Then most engines have a set screw and a locking nut that hold the valve rocker arm on. Loosen the locking nut and with a feeler gage make whatever adjustment you need (tighten or loosen) then holding the adjusting screw from turning, tighten the lock nut. It is not very hard to do and remember that they are all metric fasteners.

You either have a problem with the wiring and its not allowing the voltage to flow freely to the start or there is some type of internal engine failure that is causing the valves to stay closed.
