There are two or three fuse/circut breaker panels on your car, depending on the model. One on the left end of the dash, mostly interior fuses in this one. The other two are located under the hood, on the drivers side, behind the headlight. This is where you will find most of the system fuses, circuit breakers and relays. Hope this helped!
This seems to be a common problem with this series of radio. If you open the drivers door and pop the fuse panel cover off the side of the dash, then located fuse number 42 ( should be 25 amp). Remove the fuse, check to see if it is blown(it usually isn't) and leave it out for about 30 seconds to 1 minute and then reinstall. Hope this helps it worked on my jetta.

Do you mean the OBD II connector? If your car is an early 99 then it's a MKIII and it's located under a little door on the dash under the heater controls HERE. IF it's a late 99 model then it's a MKIV and it's under the dash at the far left corner, just above the hood release lever.
