the problem is in the power supply most likely. The overvoltage protect circuit is causing you not to be able to turn the tv on. This is common to all tv's. Solution unfortuantely is get another tv unless you know someone who can either work on or replace the internal power supply

Check fuses on power/delection board. Besides normal looking fuses there are micro fuses that are small and are yellow or blue in colour

Diagnosis: LOW B OCP/OVP
( Overcurrent/over voltage ).
Possible causes: +5 line is overloaded. (A, B boards),
+5 line is shorted. (A, B boards).
Symptoms of the problem: No picture

I would not suggest having you to DIY,
Instead have someone to help you.
You might be also checking on the Flyback
and surrounding components ( HOT )
later if, 200V line = B+ on your CRT Board.
If all of power supply Output voltages are running OK.
