Actually its not 'contagious' its 'contiguous'. It means that your files are not fragmented. Its in good sequence and order. Why you want to delete them. They are good for your PC's health. They don't put pressure on the memory use. But however if you have diffrent problem or if I m sot able to understand what you are trying to say then let me know.

Seems to be an issue with the firewall, as it could be blocking it or deleting it detecting it as a contagious file. this can also happen if you are downloading the program through an unsecured website.
check the firewall settings, try to disable it and see if that works, create a new user account .. try safe mode with networking.

Just get me the errorcode (ex:0X89c9bxf) and I will see what can be done to resolve this error. In some cases it is possible to fix it but in most cases you will have to re-install windows. DOnt worry though you can boot from CD and install windows Vista without removing any of your old files. Start installing into the same drive. Dont format(select leave the file system intact. No changes) and at one point windows will notify you that there is another windows installation on the same drive and it will be re-named to windows.old. It won't touch any other files apart from that. Anyways get me the code and we will try.
Without a windows CD/DVD? You can remove the hard drive and slave it in another computer and select the drive in "My Computer" in the other PC then right click on the drive and select "Format" then follow the prompts. Much easier to use the CD because you are probably going to want to reinstall Windows again anyway.
