SOURCE: Toro model 20038 self propel problem

Try taking the back wheels off and lubricating the joint cogs and wheels with ,say, 3 in 1 oil . The dealer recommended doing this once every couple of years as preventative maintenance when I bought mine , and it has solved sticking problems for me .

The oil drain is under the mower deck. You will have to tip it up, find a pan or put it on blocks, and remove the plug.

Toro 20450 Recycler Mower with a B&S Model 12V engine...how many ounces of oil does it require

Most all of the smaller Briggs and Stratton mower engines require 20 ounces of oil. Use SAE 30 and I suggest using the Briggs Brand or synthetic. If you use synthetic, you can get away with using a multi-viscosity oil like 10-30W. But if using plain old automotive conventional oil, definitely SAE 30W only.

The wheels on my Toro 20038 are worn smooth. Is replacing the rear wheels a difficult job for a fairly competent owner?

You can do this one. Get the wheels from a dealer like www.arcolawn.com and install them yourself.
1/2" head bolt on each wheel and a nut on the back side fasten them. easy as Pie....Well I would say easier. Have you ever made pie? tough job.
Good luck
