USB 3 has the fastest data transfer speed through a computer with USB 3 port. If your computer does not support USB 3 then it cannot transfer data at USB 3 speeds.
If you install a hard drive into an USB 3 hard drive adapter case and the data transfer speed would depend how fast a hard drive you install in this USB 3 adapter case.
A SATA hard drive is faster than an IDE/PATA hard drive. Make sure you get the correct USB hard drive adapter case with the SATA or IDE/PATA connector that matches the hard drive.

What connector does this hard drive have? Sata or ata? Or what is called? http://www.flickr.com/photos/78399316@N03/7183923756 I need an USB adapter to recover the data from this hard drive, that's...

You have not specified the make and model of the hard drive so it is impossible to give you the correct advice.
I suggest you take your hard drive to the computer shop and ask them for an USB adapter that connects to your hard drive. That way you be certain to have the correct USB hard drive adapter.

An external storage-device has four major components:

* the USB cable

* the power-adapter

* the disk-drive inside the enclosure

* the USB-to-disk-drive adapter inside the enclosure.

One of these components has failed.

Try a different USB cable.

Try connecting to a different USB port on your computer.

Try connecting to a USB port on a different computer.

Take a "multi-meter" and measure both the voltage and amperage output from the AC adapter, and compare with the specifications on the label on the adapter.

Open the enclosure, and remove the disk-drive, and then connect it as a "slave" disk-drive in a desktop computer, to see if it works at all.

Purchase a new, compatible, disk-drive, and install it in the enclosure, to "revive" your external storage device.

Get the part-number and serial-number from the label on your disk-drive, and access the manufacturer's web-site, and use "check warranty status", to see if they will replace the device, at minimal cost to you.

There exist commercial "data recovery" services that can try to repair your device, just long-enough to rescue and copy your files. For example, see: https://services.seagate.com/index.aspx?lng=en-US for a "no data - no charge" guarantee.

Please i need the power adapter rating for seagate

Have you got the original power adapter?
If so the voltage details are printed on the label on the bottom of the adapter.
If the external USB Seagate hard drive houses a 31/2" drive then it requires an power adapter that provides +12 volts and +5 volts both supplying approx 2000mA of current.
If the Seagate uses a 21/2" (laptop) hard drive then it only requires +5 volts power adapter.
The only problem is the power connector to the external drive, make sure it suits the external hard drive unit and the power pins are correctly wired for the Seagate. If the polarity of the plug is incorrect lt wired (ie reverse polarity) then it could damage the USB hard drive and adapter case.
