We have replaced all parts (batteries, throttle, controller box) and have tested the power at each source (including the fuse). When all parts are plugged into place it still will not turn on. And we also tested the motor (which still works as well)

the click is the electric brakes releasing , most likly the problem you are having is the brushes in the motor may be shot cheap easy fix on each side of the motor there should be what looks like a flat head screw those are the brush covers remove them and check them replace as need , otherwise the motor may be shot

I have a pl3-01 scooter in for repairs and 3 resistors on the circuit are fried and I can't get the color coding of the resistors to replace them. Can you send me a picture of your circuit board and I will see if I can fix this 1, and if I can, maybe I can help you out.

me tool time you checked or changed about everything but did you check the electric brake. Sounds like the brake is not working or is working intermittentaly. The controller needs to get the right reading from the brake or the scooter will not go and when you release the throttle the brake should engage immediately. I can't give you a well thats the answer but you should at least ohm out the brake. If you can call rascal Company on Monday and ask for tech support they can give you what the reading should be Hope this helps

Yes that is quite dangerous and definitely not normal operation . It sounds like something in the throttle itself is not sensing the turn correctly. You are going to want to get the part from Schwinn directly, they will know which part, and can provide the manual to you as well. Their number is 1.706.860.8880

Without the exact model,I can only give you few general area to inspect.

1)Check seat belt safety switch (on high end model only)
Bucket up and test it
2)Most model has a free wheeling feature to unlock the drive wheel from the motor.
Check for lever(s) on the rear axle. Lock them and re-test
3)On high end model there is a speed limiter dial.
Move the scooter in an open area and test for wheel movement
4)Weight sensor under seat (on high end model only)
5)Check all fuse and fuse-able link
Check for burn wire(s)

Can you take a picture of the disconnected wires and post it?
Do they look factory install or DIY'er installation.
Check for any connector(s) under the scooter housing column hosing (above the loose wire)
Can it be aux wire for lights? (Installed by last owner)
What gauge is it and how many?
It can be a kill switch to a relay (install be last owner)
Is there any sign of missing tubular SPST key switch?
I can go on and on......please take a quick look for any kind of kill switch,relay,alarm or aftermarket modification on the scooter.
