Question about Troy Bilt 5.5hp Self Propelled Mower
I have a 21" Troy Bilt XP mower that seems to be going slower and slower with the self propelled system. First it has 4 gears, 1-4 and it has not ever functioned correctly since I have had it. It was given to me so I can not complain. But lately it has been going slower and slower. When I switch the gears I can hear it make some kind of different noise but no speed increase or decrease. Any others came across any of this?
Check transmission fluid. Ensure belt is good or replace. Check belt tensioner if installed.

You turn the mower over, remove the blade with a 9/16 or 5/8 socket. There is a bolt holding shroud on, 3/8 or 7/16, there are two screws by the rear wheels, 7/16 that need to be removed. Once the shroud is removed, belt can be removed and new one put on.

Cable could be stretched belt could be worn or old, if it has a gear box maybe it slipped a gear or lost some teeth. Do some investigation, Good Luck
