There may be a push button type blade lock, and on many of these saws the retaining bolt for the blade is backwards threads, e.i., looking at the top of blade retaining bolt, turn it clockwise to loosen. This would normally tighten, but in the case of many of these saws, it loosens it.

should have blade lock button remove blade with proper size wrench reinstall new blade in reverse remember some of these the loosening of the blade will be clockwise so if nut dont come loose try clockwise to loosen good luck

MOST TIMES THERE IS A ARBOR LOCKING BUTTON ON THE HOUSING NEXT TO THE BLADE HOUSING.YOU HAVE TO HOLD THIS DOWN WHILE TURNING THE BLADE SECURING NUT TO LOOSEN OR TIGHTEN THE BLADE,OR YOU CAN DO IT THE OLDFASHONED WAY FIND A VENT HOLE IN THE BLADE,STICK A SCREWDRIVER IN IT LOCK THE SCREWDRIVER IN PLACE THEN TURN THE NUT(WHILE UNPLUGED OF COURSE)HOPE THIS HELPED

your delta scroll saw has two blade attachment points one under the table and one in the arm. attach under the table first and then in the arm. that way you can be sure to adjust the tension properly.
there are only two styles of scroll saw blade, those with pins and straight blades without pins
look carefully at your saw and you will be able to see which type holder you have
