On the bottom of the carb., there is an anti-after fire solenoid, take it off and make sure that it is working with the key switch, it should retract when the key is turned on and go back out when the key is turned off, if it doesn't check the red wire to make sure it is still connected

From your Description it Sounds like the Internal Pump is Worn and is Loosing Pressure as the Unit Heats Up and the Components Expand from the Heat.

replace the fuel filter and install the proper way there is a aero stamped on it it must point towards the carb. that will solve your problem

Sounds to me as tho it might need a carburetor adjustment, providing there is an adjustment screw on the carb. Sounds like the engine is running a bit lean. Did this problem occur right after the carb cleaning, or was it there in advance? Is there a fuel filter that might be clogged?

Carb is dirty and leaning out so the governor throttles the engine up & down causing a surge. You can try using a good quality fuel injector cleaner product mixed in the gas. That may help but if that doesn't work it will be best to replace the carb. That is an older engine and the carb is not likely fixable. It is a matter of how much money you want to throw at it. Putting a carb kit in it and giving it a through cleaning has no guarantees then you will still need to spend money on a new carb. The carb for that runs about $165. If you replace it yourself I'd recommend taking pictures as you take it apart so you can see where all the linkages go and you will be able to put it back together without problem. Hope this helps.
