Once it does sync it works fine (so far). Is this also a power capacitor issue?

Yes, That is a very common symptom of the beginnings of capacitor failure on the power supply board. The unit uses the Darfon B092-XXX 27-D021625 power supply board which is very easy to repair. There are only 4 capacitors that need to be replaced. Here is a link to a repair kit for the Viewsonic VX1940W
