I forgot my password and I need help unlocking my laptop.

Clearing the CMOS will reset the password...
Take the button cell battery out for a few minutes, put it back in, and all settings, including the password, should go back to defaults.
Unfortunately it looks like your BIOS battery is under the keyboard...

I is my understanding that you can contact Dell with the service tag, and express code and get the master password to clear forgotten passwords.

Is it the BIOS password or Windows password you are trying to get past. You can remove the battery on the motherboard and leave it out for 24 hrs or more and it should clear the BIOS password. The battery is a small round one like in a watch and it keeps power to a chip so your system wont lose the date/time and BIOS information. If its the Windows password you will have to use the adminstrator options or reinstall Windows completely and setup new passwords, eMail me at email@example.com if you need more assistance.

You can get a Password Reset disc download and burn to CD. Copy/paste the address below, into your address bar of your browser.
Download this file and burn it to CD. Put into drive and turn on PC, and boot from the CD. Follow instructions, choose the correct USER. & BLANK the password. make sure you say OK to write the data, and reboot. The logon password will now be reset blank.
