Ohm tested the power fuse (T4AH250Vp) and is OK.

You can try a power drain: Unplug the TV's power cable so the TV isn't grounded to the house. Then press and hold the TV's own power button in for one minute to drain the capacitors. Then plug it in and see what happens. If the same thing occurs, you likely have a problem with the TV's mainboard as a faulty power supply would provide no power at all to light up the LED.

Sounds more like blown/exploding capacitors on the PSB-Power Supply board. No OSD-on screen display a blinking led or chatter/relay clikcing at startup is the tv going into fault protection and bypassing the startup pins. The YSUS-Main controls the pic which is attached to 2 buffer boards the YBU-upper YBL-Lower. They control the upper and lower portion of the OSD and the YSUS controls both of them. Since you're getting No OSD you need to check for blown caps on the PSB first. Unplugging the set resets the error again. So you start all over again.

It is important that you have a clear idea off the SMPS unit which is the power supply unit of the set. The secondary voltages must be checked one by one to confirm the voltages to each of the sections.
primarily the voltage to the microprocessor must be in order so that the +5 volt to the mP is available.
The regulator of the +5 voltage must be checked to be in order.
If the processor is functioning the relay must click to allow the primary voltages to work. The oscillations of the mP must be checked to ensure that the processor works.
I have some tips for checking the SMPS, so try this link:

Please check the circuit carefully specially in the HT side.
