SOURCE: iPod Shuffle...Volume control
you didnt specify one important thing: did the problem appeared one sunny day, or was it like this since you got the ipod? if it suddenly will not allow you to reach certain volume level (i mean something like - highest level is 10, but it will not go beyond 7), it is certainly a very weird problem. in this case you can send it for replacing, or you can try reseting the unit. just make sure you backup all data. if situation exists from day one, it might just be the way they made it. I heard lots of people complain about volume level in ipod. in this case you can either look on the net for any software that allow you to inclease volume (although im not sure if there are any for your model), or you can try a better set of earphones, that will give you more power. good luck.

the only way here is (1)either route the audio signal of ipod through an amplifier OR(2)turn up the volume on your ipod so that the amplifier in the stereo gets a higher voltage to work with ,resulting in a higher output.
