The problem is that it wants you to be legal so it will only work when the parking brake is set. A way around this is to either ground it directly. Or you could put it on a switch to ground so if you get pulled over you can flip it quick and not get caught. It's up to you. I hope I could help.

No, you do not need to connect the parking break wire for the unit to be powered. My radio worked when the parking break wire wasn't attached, but you cannot watch video's or use USB without attaching it to something... you can bypass the parking break to a switch if you like.
