If your laptop will run off ac power and it will not work then you need a new battery if the charger is not working make sure the output voltage on the charger is 12volts and 2amps if it is not then the charger is to weak to charge the battery.

It could actually be the charger. Some chargers do allow the laptop to power on but are not able to charge the battery. Try a replacement charger as it maybe this thats at fault. If this doesnt solve it then the chargeback circuitry on the laptop could be faulty and require repair.
Is it a replacement battery ,you purchased, with the EXACT same specs? Some aftermarket inexpensive batteries do not work well with your laptop. How do you know it's not charging, by the Icon in the Tray Notification Area? Again sometimes aftermarket batteries don't have the ability to communicate with the software. The pin-outs are not the same.
If the notebook does not charge even after replacing it with new battery and checking with several chargers then it is laptop power jack issue.
You may need to replace it. However to confirm the issue is with power jack just remove the battery and try to power on the notebook only with AC adapter. If it does not then it is the power jack which is allowing the ac power to be charged.
