The posted solution should work, the registry need to be edited to remove the upperfilters and lowerfilters values, which will fix error code 39.

Click start control panel administration tools computer management device manager scroll down cd-dvd rom drives you might see a yellow question /exclamation mark ? ! or a red X right click to update driver You might have to physically unplug the leads for this cd/dvd computer then plug them back in restart your this should activate the found new hardware wizard. If this does not fix the problem it might be a registry problem "you only need to do the following" if you cant see your disk drive in windows explorer Close all open programs Click on Start, Run, and type regedit and press Enter Click on the plus signs (+) next to the following folders HKEY_LOCAL_MACHINE SYSTEM CurrentControlSet Control Class {4D36E965-E325-11CE-BFC1-08002BE10318} This folder is the DVD/CD-ROM Drive Class Description in the registry. Give this a whirl:
CD-Rom stops working. After checking device manager you find an exclamation mark on the drive. It doesn't mean the drive is dead. It could be an upperfilter or lowerfilter registry issue that is keeping you from accessing the cd drive.

This fix worked for my client:
http://www.dougknox.com/xp/utils/XP_CD-DVD-Fix.zip

Also, try this fix from microsoft.

CD-ROM access is missing and messages cite error code 31, code 32, code 19, code 39, or code 41.

Try this before replacing the drive and remember that you may have to reinstall some burning software.

Code 39

Uninstall the drive from device manager and reboot the computer. Let it reinstall. if that does not do it, try updating the drivers from the OS CD. You may have a virus or some hard drive errors that corrupted the driver file.
