When it is off and plugged into the wall outlet the standby light will be on. The stadby light will go off when power button is pressed. If not there is poblem that needs service.
I recently was given my Father's CR78CD and, assuming your unit is in working order, you turn on the turntable motor by lifting the tonearm off the post and moving it away from the turntable about one and a half to two inches. You should hear a soft click as the switch for the motor activates.
For belts, I recommend PRB belts - they are one of the only manufacturers left. However, they have been in the belt making business for a long time and their products are exactly what you need.

I would hope the unit could be operated locally, but if it must be controlled by a remote, you'll have to find the lost one or replace it. Two replacement remotes are available for $61 or $48 below:
