First, wire your ps3 directly to the modem, cycle (reset) everything then try the normal connection procedures. You should only have the console, and the modem in the equation for testing purposes, this will let you narrow down the problem. You must turn everything off so that all of the information on both ends will auto refresh.

In this regard, I would recommend you to forward certain port no’s on
Port numbers:TCP: 80, 443, 5223 and UDP: 3478, 3479.It is in this context, I would suggest you to please try with the
following troubleshooting steps:
A) Assign static IP and DNS address to the XBOX.
1. Assign IP address as: 192.168.1.50; Subnet mask as: 255.255.255.0
and Default Gateway as: 192.168.1.1
2. Assign Primary DNS Address as: 192.168.1.1 and Secondary DNS
Address as: 188.8.131.52
C) Open the ports on the Router using the following steps:
1. Click on Port Forwarding under Advanced.
2. Click on ‘Port Forwarding’ on the left hand column on the screen.
3. On the bottom of the screen, click on ‘Add Custom Service’.
4. Give a name to the service (for example, PS1).
5. Select Service Type as UDP and key in the starting port and ending
port as 88.
6. In the Server IP Address specify 192.168.1.50
7. Hit ‘Apply’.
10. Log Out of the Router Page.

PS3 And XBOX :: BELKIN
Step 1:Connect Modem - Router - Computer (Wired)
Step 2:Open Router Setup by typing http://192.168.2.1 on the address bar of internet explorer
Step 3:On the Left click firewall
Step 4:Leave the Password blank and click submit
Step 5:Disable it and click apply changes
Step 6:Scan and connect in the Xbox/PS3/Wii
Step 7: Get the IP Address of the Xbox/PS3/Wii
Step 8:Open Router Setup in the Computer
Step 9:On the left under Firewall Click DMZ
Step 10:Enable the IP Address of the Xbox/PS3/Wii in it
Step 11:Click Apply Changes
Step 13:On the left Under Utilities click System settings
Step 14:Scroll down to the bottom
Step 15:Enable UPnP
Step 16:Click apply changes
Step 17:Test the connection ,Check the NAT

Open Router setup
At the middle Under internet settings check the WAN IP
IF it starts with 192.168. or 172.16 Then you will have to contact your internet service and ask them to bridge the modem

Even though the modem could be working fine you still might have to do a factory reset on the modem. I know from personal experience that some isp providers **** for PS3 online gaming on of them is Verizon FIOS or that use to be there name. It may have gotten better by now since the company change.
