if the flap is intact you can try spraying some wd-40 on its hinge. If its missing you need a filler neck for your fuel tank.

you don't have to remove the back sit to get there, just pull it and it will fold it's in the seat behind the passenger seat. there you will see a black cover with 3 bolts, remove them, disconnect the hoses, then you will see a black cap turn it counter clockwise there the white part will come out with the inner fuel pump.It should have a transference fuel pump that it works with about 8 psi.

Remove fuel pump from 1999 jetta

It's on top of the fuel tank so fold the rear seat bottom out of the way, pull back the floor cover and remove the panel covering the top of the tank. The fuel delivery assembly is removed as a unit. First remove the electrical connectors and fuel lines. Cover the fuel lines with a cloth as pressure will let some fuel spurt out of the line. Remove the retaining ring. VW has a special tool for this but you can make something that will work. Lift the unit out of the tank. Some units ( 2.0 BBW ) have the retaining ring bolted and the nuts have to removed to get the unit loose.

Most fuel pumps are electric nowadays. Often, they are located within the fuel tank itself, though some models of cars may have 2 pumps.

Locate your fuel pump. If it is in the fuel tank there is usually a circular inspection cover held down with screws.

Disconnect your battery (but remember the radio code will have to be reinstalled..)
Undo the screws.
Make a note of the coloured wires and which connections they go to. Undo the wires.

Different cars have different fittings to attach the fuel pump. You will need a wrench or two to undo/disconnect the fuel line and pump retaing bolts.

Again, with an in-tank fuel pump, it is easily lifted out. It is not a big or difficult job. What you see in front of you will be self-explanatory.

Other locations for an electric fuel pump:
Close to the fuel tank
Underneath the car (just follow the fuel line from the engine..)
In the engine bay.

Years ago I owned a VW Golf Estate (think they're called station wagons in the States..). The fuel pump was in-tank beneath an inspection cover. It was very easy to change.

You will be able to do the job within an hour, irrespective where the pump is. Just remember to disconnect that battery first ...

Replace fuel tank seals VW T25 vanagon

Dropping the fuel tank is rather involved. Beyond this sort of Q&A format.

I suggest you get a Bently Workshop Manual and a seal kit from or similar.

Also plan on replacing fuel hoses and a new filter would be a good idea.

One word of caution. The plastic overflow tanks in each wheel well have nipples for the fuel lines that become quite fragile so BE CAREFUL! The tanks are not available new.
