Changed hydraulic filters now hydraulics don't work?

Sometimes with hydraulics you need to "burp" any air from the system, though they tend to be so-called self bleeding. Try filling the filter with fluid and check that the pump has fluid in it to get it pumping. If the fluid was drained from the pump and it has air in it, it won't do anything. Get some fluid in it and it may start pumping.

How to adjust clutch for 1998 saturn sc2

HYDRAULIC SYSTEM BLEEDING The clutch hydraulic assembly has been filled with fluid and bled of air at the factory. Do not attempt to bleed the hydraulic system. While the unit does not require periodic checking, it must be serviced, when necessary, as a complete assembly. The system is full when the reservoir is half full. Only DOT 3 brake fluid should be added to the system. If the fluid level drops, inspect the system, including the slave cylinder, for leakage. A slight wetting of the slave cylinder surface is normal. Fill the clutch master cylinder reservoir with brake fluid. Be careful not to spill brake fluid on the painted surface of the vehicle.

I have a case 4210 farm tractor and need to know what the best type of hydraulic fluid to use would be ??????

Older case machines used a fluid identified as TCH (Torque Converter Hydraulic) for both the transmission and the hydraulic system. It's not readily available so has been replaced by default by separate products. Hydraulic fluid for the cylinder system, and transmission fluid for the torque converter. I'm currently using NAPA TDH with no problems.
