If your phone numbers are stored on a external SD card you can plug the SD card into your computer or another phone to retrieve the numbers. You will need a SD card reader or a computer that already has one. Some newer laptops have a SD card reader. You can find external SD card readers at local electronics stores. I don't think your sim card is fried, you can try it in ant other phone.
Regarding the PUK number, that you can get from your service provider, by phoning the customer care centre.
Regarding your husbands phone number, this depends if it was saved on the phone or the sim. if it was saved on the phone, you can retrieve it by putting someone elses sim in your phone and switching it on, then go to contacts and get it there. If it was on the sim, you will need to get the PUK number first to unblock the sim. If you still have the sim pack, you can get the PUK number from there.

If this phone is brand new it is faulty
and should be returned to seller. This problem usualyy occurs when u have a faulty flex cable
either on the screen or the entire keypad assembly. One of these would need to be replaced by a repair tech for v3 phones.Hope this helps.
