Most times when a cleaner won't reach the water level in a pool it is usually due to the internal floats being removed or they are no longer in good condition.
Turn the machine upside down, and remove the bag assembly. Should be foam in the plastic housing, underneath, if not replace.

If your unit has a fuse it will be on the back side of the power supply. If the light on the power supply switch is on, it will not be the fuse though.
Try turning the cleaner upside down on the deck and connect it as you otherwise would. Power it up and it should go through a self test process that takes about 40 seconds to complete. If it turns the tracks in both direction with and without the impeller turning, it is fine and will likley start working in the pool again.

If these automatic pool cleaners will not sink, 9 times out of 10 it is because air is caught in the filter bag. The best solution is to turn the Dolphin upside down under water for a few minutes to remove the air or to machine wash the filter bag.

SOURCE: how to change the fuse
All you have to do is to check the plug fuse also open the pool cleaner, you will see a fuses holder in which the fuse is inserted, so use a digital or analog multimeter to check the continuity of the fuse, if it is okay or not.
you have to be careful in opening the pool cleaner because it is always difficult to couple back . Hope this help in solving the problem, Take care
