The belt at the bottom is not broken
Yes,most likely the lid switch,but have seen in rare cases the pressure switch hose from the tub to the pressure can be partially plugged up with soap residue and not letting the units pressure switch start the spin cycle,remove the hose on one end and make sure the tub side isnt blocked by blowing into the end of the hose,then remove the other end of the hose and blow into the hose and make sure the pressure switch clicks as in changing positions

The belt could be broken, if not. Unplug washer for 2 minutes, plug back in, open and close lid 7 times, this should reset electronic motor.

SOURCE: does not agitate or spin
Let me make sure I hear your symtoms right..
The washer fills...sound like the motor is running but it doesn't agitate or spin.. then when it tries to drain it bascially gravity feeds out until there is no longer enough water to force it out?
Sounds like the belt is off, or broken.. I am not all that familiar with your model, but I think most GE's are belt drive.
If it were the agitator coupler, the washer would probably still drain..
Pull the front cover off of the washer, you will see the belt and pulleys, make sure it is A: still on the pulleys, and B: tight.
If not, loosen the four bolts on the moter, put the belt on and then slide the motor towards the rear to tighten it.. then tighten the four bolts. They may simply have not tightened the bolts on the motor from factory and the motor slid back loosening the drive belt.

you both need to have the switch replaced or you can open top of washer and combine the lid switches wires together as a bypass and electrical tape
the lid switches are put in the washers to keep kids from opening the washer machine this is automatic shut down
