Probably the capacitor is bad.
It can be replaced.
Do not let motor hum, because motor is getting hot and will burn up pretty quick, or trip the reset.
Call pool company.

SOURCE: Pool Pump Motor (AO Smith 2HP 56Y CX) won't turn over when switched on. Makes slight humming sound. Removed the motor from pump housing. When I spin the impeller when powered on, the motor starts up
3 THINGS QUICK.. RUN CAPACITOR THIS IS LOCATED ON TOP OF MOTOR HAVE IT CHECKED. OR START SWITCH DIRTY OR STAR CAPACITOR BAD.. SEARCH YOUR AREA FOR YOUR LOCAL POOL PUMP MOTOR REPAIR GUY WITH FREE TESTING.. WARNING THESE CAPACITORS HOLD HIGH VOLTAGE AND WILL NEED TO BE SHORTED ! USE A DRY RAG AND COVER CAPACITOR THEN SHORT WITH SCREWDRIVER

C. MOTOR HUMS, BUT DOES NOT START—
1. Centrifugal switch stuck in open position.or if capacitator start could be bad capacitator. Possible loose connection.
2. Binding of motor shaft. (something stuck in impeller) Does motor turn free. IF not check for jamed impeller. If it she sp2605x7 you can view a manual here:

THIS IS LIKELY CAUSED BY SOMETHING IN IMPELLER TURN OFF POWER SEE IF YOU CAN SEE ANTHING IN IT YOU HAVE TO TURN HANDEL VALVES OFF PUSH DOWN IF YOU HAVE TO OPEN PIPE IN FRONT OF PUMP I

Faulty centrifugal switch, internal, faulty, temp sensor, internal, faulty start run capacitor (If used). bad brushes, (If any) Faulty Winding.

SOURCE: pool-spa control problem
You will probally have to replace the air tube that runs from the spa to the equiptment. With time you will build up condensation in the tube and that will cause the problem you describe.
