Do you find anything after pressing windows button. If yes its okay otherwise restore it with last known good configuration by pressing F8 or pressing shift+F8, on rebooting you will see the list where you find the "last known good configuration" option. But F8 process will only work if you have not rebooted your computer more than once after the problem which you said you are facing.
If that does not work too, try to boot the system in safe mode and then uninstall the other software or drivers which you have installed apart from graphics/VGA.

There are a lot of reasons why it's doing like that.
Here's my suggestion, you boot to safe mode and fix from there.
You can try updating the drivers in your computer if you can boot to safe mode. You can use RadarSync to automatically scan and update the drivers.
If you can't boot to safe mode, then you might want to reinstall the operating system then you have to manually install the drivers into it.

there are several things which might resolve your problem.
attempt to get into safe mode (with f 8 at boot), and check device manager for problem devices.
insert the vista disk and boot, and attempt to "repair" windows, the boot sector particularly. there is usually a "repair" utility on windows disks which allows you to fix problems without completely reinstalling windows.
your computer may be infected by a virus. if you can get into safe mode, try a virus scanner called "avast" if that doesnt work, try "malwarebytes" or "combofix". these can be found by doing a quick google searc, just make sure you download them from reputable sites. you may have to use a seperate comoputer to download the programs.
if you cannot get into safemode, try the same anti-virus software suites, from a different computer, with your hard drive installed in that system as a "secondary" drive. if this is a laptop hard drive, laptop to desktop hard drive adapters can be purchased for around $20.

it sounds like your most likely having trouble with the hibernate feature try this
start>>control panel>>power options>> click on the hibernate tab
un check enable hibernate mode
this should fix your issue

Usually this happens when the vista boot loader fails. During boot up, keep tapping F8 and then select Disable Automatic Restart... and get the stop error code which usually starts with 0x

if your getting your dell logo it means your disply is working fine
may be u r windows is not working properly just try to up-date your windows with any windows disk
