If I am corrct, It may just need a set of caps in the power supply, about $15 worth and may be 45 minutes of time,

Sounds like someone is ripping you off or never works on repairing TV before, jhe ust gives you high estimate and charge you alot just for the estimate alone. That kind of repair shop gives all repair shops bad name.
