The smaller line returns gas to the tank from the carburetor. Top of gas tank is fine for location.

SOURCE: need gasline size
The best way to get the correct size lines is to take a piece of the old lines to your local outdoor power & equipment store, or sometimes your local auto parts store will carry them, and let them match them up. You may have two different size lines, so make sure to get pieces of both.

I suspect the carburetor is full of remnants of the same fluids you found in the tank. If it was my saw I'd take it to the local Stihl dealer for an estimate to repair. I'd expect to pay $40 - 80 for a tune up and repair depending on how many fuel hoses must be replaced. HTH

You can find a typical fuel system and a couple of suggestions here:
An IPL for a Poulan PP210 can be found here:
The small hose goes between the filter and carburetor and from the IPL the carburetor and primer.
The large hose between the primer and fuel tank (return).
Hose can be purchased at any chainsaw outlet, Inquire about how much hose they recommend. I have not found a good hose stretcher and I have been looking. Good luck with your project.
