Question about Motorola Mobility i730 Cellular Phone

My phones says service restricted. I have sufficient funds in my prepaid account.

Call customer care from a land line phone, I activated my SIM card before and they didn't turn it on, turns out there was a $10 activation fee too, I only added $50 not $60 so I paid to add $10 more, and paid close to $1 in taxes to do so. But make sure your account is active with the carrier by calling them from another phone.

In this case, the person trying to call you is receiving this message because you likely ran out of money on your prepaid account. Until you refill it, the number will continue to be "not reachable". As soon as you refill your account, then your call will go through and they will be able to reach you. If you do have funds on your account then I would reach out to the Phone Provider or Carrier and see why they would be limiting your service.

There is no such thing as a free cell useage anywhere abroad.
You can contact you cell phone service provider and enable ROAMING on your cell phone to the country you need.
Otherwise
You can purchase a prepaid SIM card in the country you are visiting and use it in your cell phone.
NOTE Your cell phone must be an unlocked cell phone. If your cell phone is locked to your cell phone service provider then, you can arrange for a restriction unlock code from your cell phone service provider and advise them that you wish to us an overseas prepaid SIM card in your cell phone when you are travelling overseas.

Just got new cell phone its now saying no air time .but i just opend the box.

when you purchase a new phone, and if you are using a prepaid sim card or you applied for a prepaid account, then the reason why you are getting a prompt no airtime is because you don't have enough credits on your account to be able to make a successful call.
you need to reload your account by buying a prepaid card or thru internet banking transferred to your mobile phone number (if your carrier supports this)
or your account may not be active yet, you may contact your service provider for them to activate your account.

Service Restricted
All "Service Restricted" issues can be resolved by your Service Provider.
For Boost Mobile iDEN walkie-talkie phones, this message means there is a problem with your Service account (ie: No more prepaid minutes available, number has been deactivated, etc), and you will need to contact Boost Mobile to resolve it. This is not related to your phone hardware.
This also occasionally will happen to a Sprint/Nextel phone before it gets fully activated on the network. Just being patient and waiting until the phone gets on the network fully should will resolve this issue.
If the problem does not correct itself you should contact your service provider for further details.

Call barring
Call barring (network service) allows you to restrict the calls that you make and receive with your phone. To change the settings, you need the barring password from your service provider.
  1. Select Menu > Tools > Settings > Call barring.
  2. Scroll to the desired barring option, and to request the network to set call restriction on, select Options > Activate. To set the selected call restriction off, select Cancel. To check whether the calls are barred, select Check status. To change the barring password, select Edit barrings passw.. To cancel all active call barrings, select Cancel all barrings.
So try contacting your Vodaphone customer service and ask for the call barring code, see if it opens up with a code that they give.

try to update or re-install software of ur phone.
but first back up ur phone by using sofware called,"My phone explorer.". because wen u will reinstall the software at that time ur phone memory will be formatted including ur phone book and sms.
