I have ancient Zeiss Tessar 150mm f/4 without any couting designed for Zeiss
Icon 4x5. This lens much sharper!

Among the four lenses I have it is the sharpest. You can see its
quality right on the GG. In fact, its quality kind of spoils you with
respect to other lenses (at least those that are affordable). There
must be something wrong. Have you checked some obvious things like
making sure the front and rear element are tightly screwed into the
shutter? Also are you using a filter on it? I found that a used
polarizer I was using substantially degraded the sharpness of my
lenses. You could see the difference on the GG! Do you have other
lenses you use that produced sharp results on your camera setup? Could
the problem be in focusing techniques? How about potential camera
movement from an insufficiently steady tripod? If you can rule out all
the other things that might contribute to unsharp pictures, the lens
is probably defective. I certainly advise you not to believe your
seller's deceptive comment that newer Rodenstocks are softer than
older ones.

I bought one in early July. I haven't done any systematic tests, but it
seems pretty sharp to me. What are you comparing it to? For example,
for 6 x 7, you wouldn't expect it to compete with a lens designed for 6
x 7 without camera movements.

No, I bought a new Sironar N 135mm two years ago and it is
extremely sharp.
Something sounds wrong with your lens.
