Sounds like the fuel supply pipe inside the fuel tank has hole that's why if the fuel level is about 1/4 and the pipe hole is not completely soak in the fuel, the fuel pump will sucks air instead of fuel and this can cause of lack of power first until the engine shut off but if your problem is sudden shut off without other symptoms like lack of power or engine rough running first before engine shutting off, most probably it was electical problem.

Car is is puttin off alot of gas fumes and when i stop it acts like it is going to die honda 93 accord ex with a 94 computer

check for water in the fuel system due to splashing of rain onto the top of the tank caused by poor caulking at initial tank installation at the factory and if this problem was campaigned. ask your dealer or , if you bought it elsewhere try to find the original dealer that sold the car new.

You usualy drop tank to get fule pump but on this car you may be able to get to it if you remove the rear seats. by doin this you expose the top of the fule tanks(right where the fule pump sits)

Gas gauge does not work on my accord

you may have damaged the fuel gauge when you were messing with the gauge cluster, they can be very delicate.

Check you connections real well.

Could be also, just by coincindence that the sending unit in the gas tank has gone bad.
