I went recently to buy a 4gb memory card for my camera. After I cut open the packet and inserted the new card, my camera just said either; No Card Present or No Memory Left. It was a brand new card! I don't get it. Anyone have a solution or at least can shed some light on people.

Is this the card you always used, or did you recently buy a new card?
Because you can use MMC cards and SD cards. Most SD cards you now buy, even the 2 GB ones, are SDHC cards and they are not compatible with your camera.
You should try to get an SD card. They used to make SD cards up to 4GB, but as I said, now they already make 2GB SDHC, So look careful when buying a memory card.
If it was the card you always used, try to get all pictures from the card, using an external memory card reader on your computer. Then in the camera do a format, before you continue.
If it does not work, try an other card. SD that is.
Hi sir #1 Insert your memory card into your computer's reader if you have one. If not, you can purchase a multi-format USB Memory Card reader from Amazon.com or Buy.com # 2 Open up 'My Computer'. You should see it under the list of available drives. # 3 Check its contents first to make sure that you have the right drive. # 4 In 'My Computer', right-click on the drive and choose 'Format'. # 5 Leave all the options as they are and click on 'Start'. This is a non-reversible process so make sure this is what you truly wanted to do in the first place. # 6 Once the process is completed, take the memory card out and insert it into your Digital Camera or any other device. Try to browse to it to make sure it works fine now.
Whats the capacity of your memory card? check for compatibility of card, since memory cards that have 4gb to 8gb are not compatible with some cameras. check as well from your cameras manufacturer if they have a firmware that will support such cards for your device/camera.
I recently bought a DMC-TZ3 and have been researching memory cards. Several sites sell cards with the camera and list the card type. I would suggest buying one of these cards. Any cards larger than 2gb must be SDHC type SD cards. There appear to different types of SDHC cards, 1.0, 1.1 and 2.0. Check out Wikipedia.org for a description. 2.0 cards are not compatable for devices developed prior to 2.0 so that may be the reason for the camera problem. So far I haven't seen anything that states what type SDHC card the camera requires. I found a computer memory site that that sells memory that they say will work.
