The 913V has a native resolution of 1280x1024. If you use a higher resolution than that, you'll get slightly blurry text. If you use a lower resolution, then images will be slightly choppy around the edges.
To get rid of the message, set your resolution to 1280x1024.
In Windows XP, you do this by right-clicking on the background (desktop) and selecting "Properties" to bring up the display properties. Select the tab marked "Settings" and look for a "Screen Resolution" slider. Move that slider to the right until it displays "1280x1024" and hit "OK"

This problem often occurs in samsung SyncMaster LCD monitors.
solution is open your look for the LCD monitor power supply module
(which have PCB connector to the AC power), on that board look for
capacitors, now look for broken one which upper part is bloated, like
the image below:
If you find a damaged capacitor as in the picture then you should replace it with the same value.
Appears to be something in the connection. Check the video cable and pins on the video connector. Also verify the color settings have not been changed on the monitor. There should be an area where you change the RGB levels.
