When sending an email, instead of going to the person it was sent to the outbox

That's because you're using a mail system that is on your computer instead of a webmail (Yahoo Mail, etc)
The program will hold onto that mail in the Outgoing box until you connect to the internet and tell it to S"Send All" or whatever it says to send mail now.

I can't log onto my webmail account. I haven't been able to do so for several days...

Which Webmail account >?????
Webmail is a type of email that allows you to access your messages on any computer with a browser and Internet connection.
Webmail has its advantages over email clients (such as Outlook) in that it allows remote access to your account.
It also is convenient because it does not require extra software to be installed on your computer. It takes a couple of moments to log in to your webmail account.
Open a browser.
Go to your email service login page.
For example, If you have a Yahoo! account, go to http://mail.yahoo.com/, if you have a Gmail account, go to http://mail.google.com/ and if you have a AOL account, go to http://webmail.aol.com.
Contact your Internet service provider if you're not sure of your Webmail login page.

Type your user name and password in the fields provided on the page.

Click the "Go" or "Sign In" button.
You will be taken to your email account where you can manage your messages.also
Accessing your webmail account in one of the available ways is simple and should only take a few minutes to set up.
Use a web browser like Internet Explorer, Safari or Firefox to go to your webmail site.
Sign in to your account where you can read, send, archive and delete messages, among other functions.
This is the simplest way of accessing a webmail account and is the way most free web-based email was accessed in the past.
This method is useful if you are away from your normal computer and need to check your messages.
Configure a desktop email program like Microsoft Outlook, Apple Mail or Mozilla Thunderbird to access your Hotmail account.
Using a system known as POP3, desktop email software can access your webmail account and deliver email directly to your computer.
You can use these programs for all the standard features of your webmail service.

Ibook g4 i cannot get my password to work for mac mail

If the password is only an issue in the application "Mail", there is nothing wrong with your mac. Whatever application you use for your mail program (Mac Mail, Entourage), it has to be configured to send/receive your email. Depending on who you have your email account with, I suggest going to your webmail first. If you are able to log into your webmaill without a problem, you may need to reconfigure your Mail account. Your webmail password will be the same as your Mail password to retrieve your email.

I am not able to send emails today. I use Outlook Express and although I have not changed any settings and everything has worked in the past - today I can receive but not send?

Being able to send but cannot receive means that you cannot connect to your SMTP (simple mail transfer protocol) server. SMTP is used by Outlook in sending out emails.

Your outgoing mailserver is defined in your settings so to check if you can connect to its SMTP, you need to open a command prompt and type:

telnet you-mailserver-here 25

It should give you a new command prompt with a welcoming SMTP above. If it gave your a request connection failed, then most probably the smtp service is down.

Does your email has a Webmail interface? IF yes, try to send out your emails thru webmail temporarily until SMTP service port 25 is up. It is also advised that you inform your email administrator or service provider about this.

For further clarifications, please dont hesitate to ask me.

Email attachments I send and receive come back to me or are not sent to me due to size. I never had this problem until I switched from Windows vista to Windows EX Professional

What in the world is Windows EX Professional or it should hav been mentioned as Windows XP Professional..
Anyhow the email attachments has nothing to do with the OS, but rather the e-mail account you are using, If you have a personalized webmail say Microsoft outlook and using it at your workplace then the size of the e-mail attachemnts is restricted to few KB's by the administrator(Mine in Workplace is not above 200KB).

Use the free email accounts in Yahoo and gmail as they allow you to send an email attachment of <= 10 MB and <=20 MB.

Microsoft outlook

The problem is with the other persons email service provider. Some providers limit the size of attachment you can send or recieve. You can sometimes get round this by breaking the attachment up and sending it in smaller size files. or use a webmail system that doesn't have a limit on attachment size e.g. hotmail.
