YOU NEED TO FORMAT YOUR MOBILE
You can format your device by typing *#7370# in standby mode. Before the device is reset, you need to provide the lock code. The default lock code is 12345. IMPORTANT NOTICE!
Formatting the device will permanently erase all user data and settings as well as add-on applications and operator specific settings.
If you have made a backup of the device data, the data can be restored from the backup after formatting but some add-on applications can have restrictions that they are not restored from the backup.
If you use formatting to repair faulty behaviour of the device, restoring the backed-up data files may restore the unwanted behaviour as well. In that case, a partial restore may resolve the situation.
The contents of the SIM card and memory card (MMC) or mass memory are not erased during formatting.

If it is truly jailbroken then a valid and properly functioning SIM card will work unless the SIM card has been locked with a PIN. Check your settings/tools/security/SIM pin and SIM pin2. Repost if you are still locked and we will check the security codes.
It still asks for the lock code to format. I also have this problem as
I was sure it was just one of my regular pass numbers, but alas, none

please try that sim in another mobile if it still get error message then that means ur simcard is faulty. but if that work fine in another then that means your 3230 is faulty and you have to format that.
format with following code: *#7370#
after that it will ask for another code then insert 12345, your mobile get formatted now.
keep in mind that your all data on phone memory of that mobile get lost, if you that.
if nothin get right for you then you have to go nokia service centre at last.
