Re: dell inspiron 7000
Check whether the CD that you boot from is a "Bootable CD" . While burning an OS in a CD/DVD the option of "Make the disc Bootable" should be ticked on which makes the disc bootable with its boots records. The system will realise that the disc is a bootable one only if the disc has these boot files in it.
Try setting the boot sequence to Cd drive as first priority and dont forget to save the settings. If all your hardware componets are good, the above things will be the probabilities.

If your monitor it's good the reason may be that the settings of the refresh rate is to high for your monitor. Try to enter in Safe Mode (Press F8 key before booting in OS and from the menu choose Safe Mode) and then from Control Panel try to remove de video driver and then restart the computer. After restart, the OS will detect your video card as standard VGA card. After that install your video driver again.
first download the driver from here http://support.dell.com/support/downloads/driverslist.aspx?os=WNT4&catid=-1&dateid=-1&impid=-1&osl=EN&typeid=-1&formatid=-1&servicetag=&SystemID=INS_PNT_PII_7000&hidos=W98&hidlang=en&TabIndex=

easy, you just have to install the OS again.. u can reinstall it through booting OS CD, maybe some OS instalation files are missing or corrupted. or if you have the recovery CD from the hp vendor, just install it
no drivers are needed for monitor. Its the video card drivers that you should look for at the dell drivers and downloads website. make sure that you have the right driver installed so that you may be increase your screen resolution. You may also use your Dell Resource CD Drivers and utilities. Install the Resource cd, On the TOPICS dropdown box, select drivers,You'll know which drivers needs to be installed because they will have a check mark infront of the correct device driver. Clicke extract button after you have chosen the video driver. You may need to scroll down.Restart the computer.
