Check whether the CD that you boot from is a "Bootable CD" . While burning an OS in a CD/DVD the option of "Make the disc Bootable" should be ticked on which makes the disc bootable with its boots records. The system will realise that the disc is a bootable one only if the disc has these boot files in it.  Try setting the boot sequence to Cd drive as first priority and dont forget to save the settings. If all your hardware componets are good, the above things will be the probabilities.

Does the hard drive show up on your boot order? because if no detection is indicated that would explain why it is not working. Check out my computer to see if C Drive is present, check device manager that it is enabled.

My Dell Inspiron 6000 won't boot up. It keeps

Hi:
The DST error code 1000-1046 is definitely a failing hard drive. ..I am not sure why your laptop is not recognizing a CD in the drive, but you should go into your BIOS settings, and in boot sequence, make sure that the CD drive is the first boot device. If you can't boot from a CD, you are not going to get very far with installing a new hard drive...

I have a inspiron B130 and it wont boot i just disk rom installed.... now i try to boot from disk rom and it doesnt allow me to do anything it just restarted comes to a blue screen and restart

when computer comes up just after the dell screen hit the f12 key along the top. It will give you the option of booting from cd or hard drive. Pick the cd and if your cd is bootable it should boot from it.If it still gives you blue screen you probably have bad memory.

Hangs up on boot

It is trying to boot from a network. You need to get it to boot from the optical drive (CD/DVD drive), there's no other way of installing the os, unless you can get another identical machine to load it with. If it doesn't recognize the optical in the boot menu, then you may have been more than a hard drive crash.
