Check and replace damaged component/s at its horizontal scan output section circuit. Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. Check the input voltage to LOT. If the voltage is absent check the feeder resistor; if any. If you wish to get some details; check the site linked here. Surf the site with patience. Horizontal lines are appearing and moving acrosss the screen of my View Sonic E50C Monitor...

What is wrong with your monitor is that the Horizontal section is going faulty, the lines you are seeing are the Horizontal Retrace lines, usually invisable in a working unit. It is often a faulty capacitor(s) OR a Diode breaking down.. in the area of the Flyback Transformer. Probably time for a new one unless ya can fix it yaself.

Horizontal output transistor keeps failing

The horizontal output transitor is always connected to the primary winding of the flyback transformer (via collector) and also to the horizontal deflection coil via an electrolytic capacitor. The most likely suspect for damaging the transistor is the fylback transformer. In some countries there are electronic stores that test flyback transformer by winding a few turns on the ferrite core and applying a test voltage. This test will only test the secondary. The primary winding is difficult to test for turn to turn short because the resistance is quite low and you do not know the 'good' resistance.

This seems like a leaky output capacitor. Trace the wire from the deflection coils (in the yoke) that leads to a fairly large electrolytic capacitor (usually less than 1000 uf, 220 or 470 uf and rated at more than 100 volts)Replace with new one. Electrolytics have limited lifespan. Take care when working with TV and monitor. Some large capacitor can retain charges even after the power is off. wait about 1 minute or 2 after pulling the plug before touching anything. Good luck
