Best way to save them is to dvd......all you need is a dvd burner and a software program caled ..... ConvertXtoDVD..........A DVD holds a lot more then a CD will.......If you have a DVD burner and you use ConvertXtodvd you will be able to play them on any dvd player and watch them on your tv.
i'm assuming you have a vcr to play your vhs tapes, just plug your audio/video cord from your vcr(out), plug into the audio/video vc10(in), start playing vcr and press rec botton whenever you want to start to record. make sure you can only use dvd+r. choose the quality for the length of time, at the end press 'function' to finalize the disc, then you are done.
both are just the same features just to write file from your hard drive. Maybe your point is you want the video from your VHS tapes will transfer to your hard drive. The only way to copy the video from your VHS is you need an external VHS player at the same time it will record the running video to a soft copy.
Please check this maybe this will be helpful http://www.allformp3.com/dvd-copy-software/convert-vhs-to-dvd.htm
I suggest you to contact a company that will convert the NTSC VHS to DVP Pal for you. This will be easier and more effective (and unless you have MANY tapes, this will be cheaper).
