My toshiba tecra a8 will not power on. When it's plugged into the wall, the LED lights up and when I press the power button, that LED comes on as well, but no fan movement or anything. I can feel my hard drive spinning but no visual on my screen. Even when I use any external screen, no visual or fan movement. Please help

The RTC (Real Time Clock) battery charges when the computer in on (operating). You can plug the electrical cord in and let the computer run for 24 hours by temporarily suspending any sleep mode or automatic power saving features. This should sufficiently charge the RTC battery.
Majority of the time it's the motherboard. You can try booting the computer with the battery out and also try reseatting the memory. Other than that, there isn't much you can do. If neither one of those solutions works, then you can safely assume it's the motherboard and it will need to be replaced in order to get the laptop running again.
if you plugin the charger and the light in the charger remains that is does not flicker but when you plug it to the laptop it flickers the you have a problem with your motherboard. easily solved with a solder iron and the know how. but if you a novice take it to a prof.
