On page 14 of the user's manual, they show a close-up of the location of the power button on your Acer L100 Desktop PC.

If you're missing your user's manual, Here's a link to the PDF version from their website (for the PDF, check page 24): http://www.acerpanam.com/synapse/data/7117/documents/AcerSFF.pdf

I've also uploaded it to the Manuals section of the Aspire L100 series section of this website.

Hope this helps,

NO Post test beep.- no boot screen

Could be a dead PSU, mother board or CPU to me.

First check the power source, are all connections good and switches on.

Assuming so, are there any led's lit anywhere on the tower when you turn it on or any fans turning other than the PSU fan.

If there are no fans, including the PSU, then the PSU has failed, if there are fans and led's lit then turn it off, remove power source, remove the cover and check whether the PSU is properly connected to the mother board properly (Large multi-pin plug) if it is connected properly,

After this, you need proper test equipment.

I have a dell dimension E521 and it no longer powers up. When turned on rather than booting it up the light just flashes orange. The advanced troubleshooting says # If the power light is blinking amber,...

You are correct. According to the Power LED it diagnoses this as:
The power supply is receiving power from the source but is unable to properly distribute it to the components. Reseat all power connections to the system board.
It's either the power supply or the motherboard. Power supplies run anywhere from 50 to 100 dollars. Motherboards for the Dell can run anywhere from 200 to 300 dollars plus labor. Also check your USB ports to see if any are damaged. They can short out your power supply if broken.

Hp cpus power supply green light constantly blinking

As always verify all cords are plugged in properly. After that it sounds like you power supply went out. It is not that hard to replace. Make sure you unplug power cord. After you remove the pc cover, Usually you just need to unscrew 4 screws for the power supply. Somewhere on the power supply it should say how much watts it is. Anywhere from 200 watts and up. Just replace with exact wattage.

NO SPEAKERS SOUND

Ok, there is a plug that looks green on the back of the unit. Match the color coding on the back of the unit and on the sound card. Make suire its plugged in the right hole because you got LINE IN- MIC and SPEAKER.. if its a 7.1 sound card then you probably got CENTER- RIGHT AND LEFT and so on.. check your cabling..

Starts up then looses all power

It is almost always one of two things:

The power supply is going bad, or one of the internal fans are going bad. If the power supply goes bad there isn't enough electricity to keep the machine running. If the processor fan goes bad there is usualy a thermal protect switch that will stop the machine from starting.

Open the cover and try to turn on the machine. If all fans appear to spin I would bet the power supply. You can usualy purchase them for around $40

Computer will never turn on

Odds are good your computer is quite dirty on the inside. If you have never opened the computer I suggest you simply buy a new one, to save time and frustration.

But since you are here, this is what to look for:
Dirty inside - Open the computer and blow all the dust out. Use DRY air.
Power supply - if you have power but no lights on your motherboard anywhere, check your computer's power supply. This may mean removing it and testing in a different computer or using a multi-meter and something to turn it on.
Power switch - Perhaps your switch is simply worn out. Open the computer and follow the wires from the button to the motherboard. Remove the connection and short those two pins for a moment. If your switch is bad, your computer should now be booting up.
Hard drive failure - If you mean will not boot when you say "will never turn on" your hard drive may have failed. If this is the case you can simply replace the hard drive. BUT, you will have to re-install all of your programs AND your operating system. Better to simply buy a new computer if that is the case, unless you have all of your original disks and a fast internet connection.

Is this a Software/Config/Hardware Problem ?

Apparently someone must have went into your properties, By right clicking anywhere on the desktop, Choose properties and then screen saver and then power options, Once there look into the setting for hibernation, standby, sleep make sure that they are set so not shut monitor off after so many minutes. What I am thinking is when you quit using your mouse for any amount of time it turns the monitor off. I hope that gets you going, If not you can Write back here and ask me again we can look for another solution. Thanks
