the cause of your indoor fan running all the time or for long time after your heat pump has stopped heating is the fan delay relay. It has welded its internal contacts together. If you take off the side below the control panel, the fan delay relay is normally mounted on the header where the fan discharges. Good news, the fan delay relay are fairly inexpensive and easily to change.
As far as the condensing fan motor not running at full speed, when it was changed, did the technician install the correct fan motor. Most condensing fan motors are either 875 rpm or 1175 rpm. They are exactly the same size and if the technician did not look closely he could have installed the wrong rpm motor. There is another possibility, he may have used the wrong capacitor. I have seen the condensing fan actually operate backwards at a lower than normal rpm. The fan if properly installed will discharge air upwards.
Sounds like you need a new board. Their are people out there that will replace the fan relay on these boards, but I have always just replaced the whole board with a new one. These boards can range from around $50 to $300 depending on which board it is. The way we always double check these boards are exactly the same way you have done it, only we use the 120v from the units transformer and bypass the board, if your fan comes on, your board is not sending the power through to the terminals. It would be different if nothing else on your system was working too. I hope this helps and good luck!
Standard speed is 1075 rpm. You could remove the black wire and hookup blue or red to slow it down. Sounds like to me the set screw just got loose and the wheel slipped. If the wheel is in good condition,simply reset the screw to the flat side of the shaft and tighten it.
That's a weird problem. I wonder if the outside compressor is drawing down the voltage in the breaker box enuff to keep the blower from starting up. If you're set to cool but the thermostat is NOT calling for the AC, can you manually turn the blower on fathfully? If so, I would check all wiring connections in the breaker box to make sure they are tight and free from tarnish or corrosion. You may even need to contact your power company and have a higher amperage line installed outside. Do your house lights blink noticably when the compressor kicks on?
While you're resolving this, you could start the blower manually and just leave it on. The compressor cycling on/off shouldn't stop the blower once it's running and it won't draw much current... couple bucks a month maybe.
