Question about Apple iBook G4 Mac Notebook
It is recommended to bring it to the Apple Genius Bar and have them diagnose the problem. If they require a replacement of the logic board, most likely the U28 chip is loose. Try applying firm pressure about one inch between the option and command to see whether it is the problem disappears. The iBook G4 had a common fault, it was the U28 (dual voltage regulator) chip lifting off of the logic board.

have you gone into airport utility?
are you using an airport extreme? if so, reset it.
then delete the current wireless network, and try setting up a new one in airport utility.

The blue screen marks the start of the login process. If the Mac freezes there, it usually indicates that some third-party System Preference is hanging the boot process. There are several ways to diagnose the problem. The simplest is to hold down the Shift key after hearing the boot chime. This will disable third-party System Preferences and should allow you to come up to the login screen. Then you can review the third-party preferences and go to the website of each of them to make sure you have the most up-to-date version that is compatible with your level of the Mac OS.
