Only powers up when plugged in , touch screen not working
I have a two month old tablet that stopped working. It only powers up when its plugged in, it shows its fully charged but when I unplug the charger the screen dies and refuses to switch on. Also the touch screen registers touch all over the place. I cant use it at all. Is there anything I can do ? I bought it in china and is now in Istanbul. What can I do ?

Try performing a power reset. There should a power reset button near the charging port. It looks like a tiny hole. While plugged into the charger, use a paperclip to push the button inside this hole for 3-5 seconds.
Debugging mode has to be engaged by running ADB, but becomes quite complex and device specific. Plus it can stop your tablet from working all together, so try this first.
This may or may not be fixable without replacment parts. The hopeful solution would be to open the tablet and take a look at the ribbon cable for the digitizer to see if it was moved. Check all the cables to make sure they aren't damaged, and are seated properly. You can get parts online such as ebay if you suspect a damaged touch screen. I think these are around $25-$30.
This solution worked for about a couple of months, but now I'm looking for a replacement power supply also. I wiggled the tiny adapter plug while it was inserted in the tablet and found that it would make contact at a certain angle and pressure. So I got a long fat rubberband and used it to make proper contact by rigging it diagonally, across the tablet. Be careful as too much lateral pressure will bend the plastic sleeve of the contact and render it useless. My theory is that the original problem was partially caused by using the tablet while charging and thus damaging the plug. Although this is a persistent complaint / problem with AGPteK tablets. Mine didn't even last 6 months.
The battery interface has broken away from main board at the limit stop. Requires trained tech to repair. You mentioned these are new.. Cf 18 have been discontinued for years. Are these cf19's
