Does anyone know how to program a 37' olivia with out rem.

This means that the memory is not working as it seems that the memory back up is not effective. it can be fault on the processor IC as the voltages , the data IN/OUT signals must be checked.
If voltage to back up is absent then there will be memory loss. If not the IC must be replaced, use proper soldering/desoldering irons with static protection when replacing.

this is not a CTR TV it is LCD

If it does that on all modes (TV, DVD, etc.) then you may have dying power supply problem.

Something is stopping the relays from starting up the TV. This will be a fault either in the power supply board or the microprocessor ICs or with the inverter board. This would need to be taken to a service repairer to diagnose the problem.

make sure that you're not using a cable box. then when you do the channel scan, make sure that you pick cable instead of antena.
