Go to the logitech website.
Install the drivers for your particular model of webcam.
Usually this comes with a software...
This will get you working your webcam correctly

Now,
Seeing your sis depends on the software you are using to talk with her.
GTalk, Yahoo messenger, msn messenger, Skype etc. will allow you webcam data transfer...

Skype is free and i would recommend that. Just sign up. Its free.

I want to use webcam so i can see and hear my sister when i email, the cd is installed and i can see myself on the screen, what's next, i'm lost

There's not really a good way to do this using email alone. Most instant messaging applications now have a video chat option. I prefer Google Talk for this but I believe AOL, MSN, and other have it.
My preferred method for doing video chat however, it using Skype. You can go to http://www.skype.com to download the free software. Once you and your sister install it, you will need to add each other to the contacts list. Then you should have the option to place a video call.
My sister is overseas and using Skype, she was able to be on video for the birth of my granddaughter. Skype is amazing!!

Image freezes while skping

IHave her check to see how much memory she has in her computer. Not enough memory will cause intermitten freese ups. Adding more memory will eliminate that problem and cause her computer to run faster. Hope this helps. Bud
