Sounds to me like you've got 1 of 3 problems:
1) Your battery is fried and can no longer take or hold a charge.
2) Your adapter is fried or shorted out and is no longer providing a charge to the battery
3) Your power jack on your notebook is faulty and is causing a disruption in the charging process.

My guess would be that #2 would be the most likely and easiest/least expensive to rectify. There is a light on your notebook somewhere that lights up when you plug it in - is this light coming on when you plug the power adapter in? If not, Then you're looking at most likely option #2 and maybe (but not very likely) #3. If the light does come on, but you still have no power, then most likely your battery is shot and needs to be replaced.

Hope this helps.

Your adapter could be faulty, test it with a multimeter, the voltage should be slightly higher than the voltage printed on the label on the adapter.
If the power adapter is OK then the power connector on the laptop could be faulty, plug the connector into the laptop and wriggle the connector to see if the power LED light on the laptop flicks on and off. This indicates a faulty connector and can be repaired.

To check if the laptop is OK, borrow a charged battery or an adapter, connect it to your laptop and see if it boots up.

What are the solutions for hp netbook 1000 that stopped charging?

POWER SUPPLY & BATTERY PROBLEM
If the laptop battery is more than 3 - 4 years old then the battery could be worn out. Rechargeable batteries have a finite number of charge and discharge cycles and will lose their charge capacity over time, i.e. won't charge to 100% and gradually the charge reduces until the battery won't charge up at all. OR The battery shows a 100% charge but when the adapter is disconnected the battery drops off to zero capacity in a very short time. If the battery drops to an unacceptable charge level then the battery needs to be replaced. When you connect the power adapter into the laptop, does the power LED light up? If not then - The battery adapter or the adapter's power lead or the laptop's power socket could be faulty. Check power adapter's DC plug that connects into the laptop power socket with a multi-meter, the voltage should be slightly higher than the voltage that is printed on the label on the bottom of the adapter. If the voltage is zero or way below the voltage that is printed on the label then the power adapter is faulty and needs to be replaced. If the adapter is OK then connect it to the laptop and power it up, then look at the power/battery charging LED light and wriggle the power plug in the laptop's power socket. If the power/battery LED light flashes and in a certain position this LED light stays firm, then the power socket is either faulty or it has a dry solder joint where it is connected to the motherboard. This can be repaired but it requires the laptop to be completely dismantled to get at this power socket and repair. If you cannot DIY then I suggest you get a quote first.

Not really, the older NiCad batteries get a memory effect if you keep charging from a half charged state, but modern Lithium batteries do not suffer from this problem.

For a test -Remove the battery from the laptop. (leave it out) -Plug in the adapter and turn the laptop on. -Gently wiggle the adapter plugged in

If the computer powers off the solder and/or pins have broken loose from the DC jack. This is very common. Average repair bill is around $150, if your in the Denver Colorado Area I can do the repair for about $50
If it won't turn on while you wiggle the adapter and hit the power button then the adapter is bad again sadly
