I'm the systems administrator at my company and a user brought their Bold to me with this same issue. The Bold syncs wirelessly with our Blackberry Enterprise server. This issue had nothing to do with the "Contacts" menu option being hidden.
Anytime a user brings me their mobile phone with issues the first thing I do is take the battery out of the phone and leave it out for 60. Reinsert the battery and then turn the phone on.
Removing the battery fixed the contact issue. I could be at the main screen, start typing a name and the contact would appear on the screen.
Sidenote: Before powercycling the phone I noticed when I went to Contacts the user had quite a few contact "Lookups". (These are contacts that have brackets surrounding the name ex. [John Smith] and allow users to find contacts that may be on the Exchange server but have not been added to the users Phone or Outlook Contacts. When the phone powered back on all the lookups were gone but the contact search was working again.
