Usually software but hardware failure can also cause it.
Outlined in the User Guide are restart, reset, restore from backup, restore as new device. If none of these work you will need to have it serviced.
If it was hardware, it's mostly unfixable and hopefully it's under warranty.
I doubt replacing the dock cable caused a kernal.
Do you have virus protection? If not you could have a virus from going online. The best i have found was the VIPRE mobile app. the more info the more i can help.

try this simple steps to recover your iphone:
-- Turn off your iPhone by holding the "Sleep/Wake" button for about five seconds and then sliding the red slider.
-- If your iPhone is already off, there's no need to turn it on and then off again.
-- Once it's turned off, press and hold the "Home" button and plug the iPhone into your Mac or PC.
-- Keep holding the "Home" button until you see a yellow triangle and text which says "Please Connect to iTunes".
-- New iPhones will show a dock cable next to the iTunes icon.
-- You can now release the button.
-- Open iTunes (if it's not already open) and you will be told that "iTunes has detected an iPhone in recovery mode".
-- Click "OK" and you will be taken to the iPhone pane. --
-- Click restore and you're done.
Depending on the extent of your iPhone's ills, it may take some time to do a full restore. Once you're done, however, you should again have a perfectly working iPhone.

When this happened to me yesterday I tried all of the suggestions and more - many similar suggestions to do with itunes reinstalls, usb ports, the sim card and scripting (including on the Apple forums and support pages). None of it worked.
My issue was that the 'preparing to restore' phase of restoration became looped and eventually it crashed citing error 1604. However, there was a solution at: http://daggle.com/iphone-upgrade-fail-701 which did work for me.
For convenience:
1. Start the restore process (whatever way you can).
2. When it seems to be stuck in the loop (and possibly your iPhone just shows a blank screen) use CTRL+ALT+DEL and end task to kill the iTunes application.
3. Restart the restore process.
