Check the range circuit at your house fuse panel.
If it is tripped reset it.
Then check the range for a short circuit.

How do I replace the lower oven heating element?

Hello. Your oven has the hidden bake element. Are you SURE it's the problem--Many things can mimic a bad element. A thermal fuse might have opened, the main oven control board might have a stuck relay that turns on the bake element. TURN OFF THE POWER NOW. To *verify* that the element is indeed bad, you will have to pull the oven out and remove the back cover. Near the bottom you should see the 2 wires connected to the terminals at the end of the element. *Carefully* remove one of the connectors(it doesn't matter which one) and, using a VOM(digital volt meter) set to continuity(it beeps when the leads are shorted together), put each lead on a terminal of the bake element. If the element is good, your meter will beep(there is almost no resistance in the element). If you hear nothing, it means that the element has opened somewhere(just like a broken wire). At this point I highly recommend getting a pro to further troubleshoot the unit. If the element has opened, it can be really tricky to remove and then insert a new one--depending on the model oven you have.

Stove shut off and blew breaker. Once reset everything works but bottom heating coil. Had it checked, it works. No burnt wires in the back.

Check the oven switch. The bottom element is the main element while the top one is usually the grill element. If the breaker tripped there must have been an overload somewhere and you are possibly missing a connection or fused wire somewhere else.

I was baking and heard a pop sound and saw a spark before the oven lost all power? What happened?

OOOPPs - not good , If you saw or heard a pop noise + spark then something blew or shorted.
If the 'loss' was quiet then a fuse or circuit breaker can blow without noise or sparks.
This oven has 4 Heating elements (2 on Grill) 2 inside oven , as you were baking it sounds like a heating element.
As this is a US model I'm assuming you are close to a SEARS somewhere, because they advertise parts made for Kenmore -- try this link http://www.searspartsdirect.com/partsdirect/part-model/Kenmore-Parts/Evaporative-coil-Parts/Model-867813350/0582/1610510/00007536/00001

The oven element will not affect the top burners, Unless it tripped the breaker at the panel when the element burned it two. Is there power to the stove? The top burners have their own power and control separate.

I have a Kenmore Stove and the bottom (bake) element does not heat up. The top Element is fine. I have replaced the bottom element and checked the fuses and they seem fine. Could it be a control panel that...

You could very well have an Electronic Oven Control (EOC) board problem. There two separate circuits that control the oven BAKE and BROIL functions. If you have replaced the BAKE element, and have ensured it connected properly, the only other component that controls that function, is the EOC. If you post back with your complete model number, I can double check to make sure. The model number will be located on a nameplate somewhere around the oven door opening or lower drawer opening. The reason I need to confirm is because some ranges have a separate relay control board.

Gemini Range Dual Burner

Unfortunately, you cannot repair one element of a dual burner. It all comes as one unit. When one portion of a dual or triple element goes bad, you must replace the whole element. I believe the part number is 1032746 and runs about $70. You will have to lift the glass top to access the burner elements. If you decide to pursue this on your own follow these steps: 1. Unplug range and/or turn off main breaker. 2. Open oven door to access screws under front edge of cooktop. Remove two screws and the top should tilt up. 3. The top will not stay up on it's own, so you will need some assistance holding it up. Some ranges have a couple of disconnect plugs that you can unplug, so you remove the entire top and lay it somewhere to work on. If this is the case with yours (as I suspect it is), lay some soft towels down on the kitchen table or counter top and lay the cooktop upside down. This will make it much easier to work on. 4. Remove affected element by disconnecting the wires first. You may want to write down how they came off, so you can be sure to reconnect them in the right order. 5. Remove mounting brackets holding element in place. Pay particular attention to the numbering scheme on the bottom of the element and where the brackets are mounted. The new element usually doesn't come with new brackets which means you have to take the brackets off the old element and put them on the new element. Make sure you install them in the same numbered holes as they were located before. 6. Reconnect wires and reinstall cooktop, making sure you reconnect the disconnect plugs if equipped. Now, be careful when working on the cooktop while it is upside down. Make sure you don't apply too much pressure on the glass or you could crack it. Also, use extreme care NOT to touch the element surface as the oils from you hands can cause hot spots and effectively ruin it. The bake light material in which the element is mounted is also very fragile. DO NOT put to much pressure on it or it may crack and break. Once you get the cooktop reinstalled and power reapplied, op test it to make sure BOTH elements are working. It is normal to see a little bit of sparking at first with new elements and/or an odor. Test the entire range of the element and make sure it regulates like it should. I hope this helps you.
