You should be able to just grab the agitator and hank it straight up and off. Sometimes you might have to slip a belt or rope under the agitator and fasten the rope to a 2x4 or similar and then hank up on the board. Remove the plastic part under where the agitator was (one 1/2 inch head bolt) . If it does not come off, break it off with a chisel. If the metal spline shaft under that turns freely by hand, you have a bad transmission. If it does not turn by hand, just install a new WH49X10042 air bell (agitator drive) and replace the agitator.

How to remove agitator

That is a very old GE model. There may be a screw under the agitator cap which needs to be pried off. Even with the screw removed the agitator usually rusts or bonds to the transmission top. GE had a special pulling tool that was a metal ring that fit over the agitator with 3 set screws in it that you had to screw into the outer plastic of the agitator. A gear puller was then needed to pull the agitator off. Don't know if its worth it considering the age of the machine.

Wdsr2080daww wont spin till turned by hand

It's very likely you need to replace the agitator dogs; it's easy to do if you're handy. I have done it twice and it only took about 40 minutes from start to finish (once you have the parts of course). Be sure to get the correct ones for your make and model and opt for OEM parts if you can.
You can find them with an internet search:

GE washer wvsr1060dww will spin but not agitate I can hear like a really low sound when I turn the timer

Number 310 is the agitation drive block. Inside it is a plastic spline. That spline over time will wear out and slip. The result no agitation.
The agitator snaps down onto the drive block. To remove it place a rope under the agitator and lay a board across the top of the machine. Get a large pipe or screwdriver and twist the rope around slowly till the agitator pops off. Note some models have a screw that would need to be removed under the agitator cap but yours ain't one of those I believe.

NEED TO REMOVE AN AGITATOR FROM A WASHING MACHINE

  • 1 First you must determine the brand of washing machine you have.

  • 2 To remove agitator on a whirlpool washer, remove top cap from agitator, Next you will find a translucent cap, remove this with your pliers. Then you will see a 3/8 inch nut, Back this nut out and you can then remove the agitator. Be Careful though, inside the agitator where the bolt has been removed is a white piece of plastic that holds the "dog ears". These dog ears are what lets the agitator move in one direction and locks when the transmission moves back in the other direction.

Maytag and Admiral washers are very similar to remove. General Electric, (GE) is different, To remove a GE agitator simply pull upwards very hard, GE agitators snap on. Be careful not to pop it into your mouth, that really hurts.

  • 3 Remove agitator, repair or replace and reset, GE just push on, you will be able to see the groves to line up the agitator to the hub. For whirlpool place bolt into dog ear guide, and set down on top of transmission post and tighten, be careful that dog ears, do not get out of alignment. That's it.

    Buy F150 parts.

Agitator does not turn in my GE washer, it is 3 years old

Sounds like the agitator dogs have aged and broken apart. these are easy fixes at about 5.00- 10.00 and require the removal of the one bolt that holds the agitator down. After confirming this, take your washer model number and make to parts store and get replacement dogs. Hope this hepls..
